The question is why should global governance be held hostage by a lying or insane US President. According to US laws, mass murder is a violent crime of killing more than three people during an event with no “cooling-off period” between the homicides. Interestingly while 30 percent of mass murderers die in the act, the US President sits in his Oval Office and carries out mass murder from a distance.  US legal apparatus sanctions it and feels it is legal?   The world witnessed the immoral right of America to bomb Iran’s nuclear sites, the rationale “Iran cannot have nuclear energy” be it for civil or military purpose.
