Israel allows Palestinian infants to freeze to death, a choice made? Yes, EU and UNDRR!

 Israel and US state loud and clear the Gaza Peace Plan (a delusional reality for Israel’s mythical world) is in place and that it is successfully moving towards the second phase. This leads to some queries from naïve world people like me, in which part of The Gaza Peace Plan, murder and slow death of vulnerable population like Palestinian infants [1] are sanctioned as legitimate security measure. I am a bit dense so would like some clarity on the same and as would many others. This is specifically because aid of any sort is restricted by claims of need for security clearance by Israel and the claim is diligently upheld without a murmur by US and EU.

As far as review of literature indicates, EU, international community and United Nations office for Disaster Risk Reduction are for the global move towards greater accountability from governments and legal measures to ensure the same.  According to legal provisions in EU, national government is responsible for addressing disaster negligence and risk assessment which forms a central part of the Civil Protection mechanism. For future EU plans through International Law Commission draft article to establish legally binding instruments to enforce prevention which includes better preparedness, call for stronger legal duties and better risk management [2]

United Nations office for Disaster Risk Reduction (UNDRR) [3] which focuses on Advancing Resilience through Law opted for people centred approach to facilitate and implement the framework.  Under Article 2 of The Draft Article on Protection of Persons in the Event of Disaster (PPED): The purpose of the Present draft article is to facilitate the adequate and effective response to disasters, and reduction of risk of disasters, so as to meet the essential needs of the person concerned, with full respect for their rights. It pushes states to prioritize risk prevention through legally binding obligation, not just guidelines.

In what frame of reference is death of infants and others through conscious criminal restriction of aid and other items by Israel an approved part of Disaster Risk Management?

         Israeli TV mocks Palestinian Storm but Seeks  Normalization with other Nations [4]

Israel has refused to allow adequate aid supply, relevant reconstruction equipment and material, and tents and mobile homes, this has led to death of two infants due to cold weather and rain and others have died from collapsing houses, made precarious through Israel’s bombing. Now as though to ensure Israel can meet its goal of discounting Palestinian lives, Israel is refusing to let in aid or other equipment. Even when as result of the storm 27,000 tents have been swept away and thereby impacting lives of 250,000 displaced people [5]. 

If legal measures are considered relevant for prevention during disaster as part of risk assessment by EU and UNDRR, how come there is no measure in place to hold Israel accountable and liable for these criminal anti-humanity acts (consciously permitting death of infants living in tents during cold winter).  Two infants have already died, Rahaf Abu Jazar, she was eight months old. Another infant was Taym a; Khawaja, he was from Shati Refugee Camp in Gaza city. Both, in separate incidents, were declared dead upon reaching hospital for care [6].

Europe, Equality is a dead word, unless lived up to!
